Detailed explanation of BOND customs clearance in the United States
Bond is a type of security deposit that American importers need to purchase from customs. When importers incur fines for certain reasons, US customs can deduct money from the bond. Therefore, all goods imported into the United States need to purchase bonds, which means paying a certain fee to the US customs as a deposit.
1、 Bonds are generally divided into two categories:
1. The annual BONDAnnual Bond system is called Continuous Bond. Only need to purchase once a year, suitable for importers who frequently import goods within a year.
2. A single transaction is called a single bond or ISFBond system. This is the so-called STB, which stands for Single Transaction Bond.
2、 There are usually two customs clearance methods for DDP door-to-door transactions to the United States.
1. Clearance in the name of the consignee/consignee in the United States. This customs clearance method requires the US consignee/consignee to provide a Power of Attorney (POA) to the freight forwarder's US agent, and also requires the use of the US consignee/consignee's Bond.
2. Clearance in the name of shipper/shipper. This customs clearance method involves the Shipper providing a Power of Attorney (POA) to the freight forwarder, who then transfers it to their US agent. The US agent helps the shipper/Shipper obtain an Importer Record of No. in the United States. Shipper is also required to purchase bonds. Shipper can only purchase annual bonds and cannot purchase single bonds.
Both customs clearance methods should be noted:
1. Regardless of which of the above two customs clearance methods is used, the tax ID (also known as IRS No.) of the US consignee/consignee must be used for customs clearance. The US consignee/consignee must provide the tax ID in order to clear customs.
2. IRS No., also known as The Internal Revenue Service No., is a tax identification number registered with the US Internal Revenue Service by the recipient in the United States.
3. Without a bond, it is impossible to clear customs in the United States.
4. Without a Tax ID, it is also impossible to clear customs in the United States.
Therefore,
1. When doing business with Americans, please remember to confirm with the American consignee whether they have a bond and whether they can use their bond and POA for customs clearance.
2. If the consignee in the United States does not have a bond or is unwilling to use their bond, the shipper must purchase the bond. But the Tax ID must be from the consignee in the United States, not related to the shipper. 3. If the consignee/consignee does not purchase the Bond, it is equivalent to not filing with the US Customs. Even if the ISF ten items are complete and correct, the US Customs will not accept it and will face fines. Given this, businesses must remember to ask American customers if they have purchased Bond. Very important! Very important! Very important! Important things are to be repeated for 3 times.
3、 Attention
1. If it is an Annual Bond/Continuous Bond, there is no need to purchase an ISF Bond separately.
2. If it is a Single Bond/Single Bond transaction, an additional ISF Bond needs to be purchased.
3. Annual Bond/Continuous Bond - The bond fee for goods with an annual value of less than $100000 is approximately $500.
4. Single Bond/Single Transaction - A minimum of $50 per ticket, with an additional $5 for every $1000 in excess value.
5. ISF Bond - For goods with a value of less than $100000, the minimum bond fee is $90 per ticket.
4、 Declaration of international Air freight agent for transit and transshipment goods
1. All goods transiting through the United States, including goods that are immediately shipped to other countries upon arrival in the United States and goods that are transported within the United States before being shipped to other countries, are required to declare ISF5 to the US Customs system. Usually, AMS is declared together with the US Customs when sent.
2. The 5 declaration contents required by ISF5 are as follows:
1) Booking Party: The original booking party. 2) Foreign port of unlading: a foreign unloading port. 3) Place of Delivery: Delivery location. 4) Ship to party: The person or place who receives the goods immediately after customs clearance in the destination country. 5) Commodity HTSUS number: US Customs Tariff Number (6-digit HS code).
